The Vanuatu High Commission was pleased to receive Mr. Joseph Niel and Mrs. Anna Naupa on the 19^th of February 2025.

Mr. Joseph Niel is currently the Technical Adviser/Acting Head of the Regulatory Services at Pacific Aviation Safety Office (PASO) based in Port Vila. Mr. Niel was attending the PASO meeting in Wellington from 20-21 February 2025.

PASO in partnership with the Government of New Zealand’s Ministry of Foreign Affairs and Trade (New Zealand MFAT) are providing strategic support to PASO Members to improve their international aviation safety and security compliance obligations under the ICAO’s Universal Safety Oversight Audit Program (USOAP).

Mr. Niel was previously the Director/Airworthiness officer at the Civil Aviation Authority of Vanuatu (CAAV) from 2009 to 2022.
